During the summer of 1980, a committee was formed by Tamsen R. Vanderwier, a member of the Amway Public Relations Department, at the request of the Grand Rapids Chamber of Commerce. The purpose of the committee was to enter Grand Rapids in the All-America City Award competition. The guidelines were specific: three programs were to be detailed, each demonstrating citizen action, effective organization and community improvement.
