Judd was active in the area of civil service from very early in her career. She was a member of the Civil Service Study Commission, 1936, the report of the committee is included in this series. She was appointed again to the commission by Governor Romney in 1963, serving until 1969. Series contains reports, correspondence, speeches, news clippings, history of Civil Service.
